Toronto Pool Permit Requirements

Installing a swimming pool, hot tub, swim spa, or similar structure capable of holding water deeper than 600 mm requires compliance with Toronto's Pool Fence Enclosure By-law.

Zoning Certificate Required

The City of Toronto requires applicants to first obtain a Zoning Certificate confirming that the proposed pool and associated improvements comply with applicable zoning regulations.

The zoning review may consider:

  • Property setbacks
  • Existing structures
  • Pool location
  • Accessory structures
  • Applicable zoning requirements

Site Plan & Zoning Review Requirements

Applications typically require a site plan showing:

  • Property boundaries
  • Existing dwelling
  • Proposed pool location
  • Pool enclosure location
  • Gates and access points
  • Existing structures

Depending on the property and scope of work, additional zoning information may also be required to demonstrate compliance with municipal requirements.

Four-Sided Pool Enclosures

Unlike many municipalities, Toronto requires a complete enclosure around the pool area.

In most situations, direct access from a house into the pool area is not permitted unless a compliant four-sided enclosure is provided.

Additional Approvals May Be Required

Depending on the property, additional approvals may be required for:

  • Ravine-protected properties
  • Heritage properties
  • Tree protection requirements
  • Conservation-regulated lands

Additional permits should be identified early in the design process to avoid delays.
